Message Do some work on your own..

Chase down the EGR Vacuum lines and see if they are hooked up.. Test the EGR to see if it works.. You pull a vacuum on the Top line of the EGR and it will cause it to open.. The Car should stumble. that is normal.. If it does not stumble, then it not working.. need to check out why..

Check the ignition timing. it should be at 15 Deg at warm Idle.. Move it to 13 Deg.. You have a 2 Deg Window to pass, and the Closer to TDC it is the better the NOx is.

No the ECU's are not really that different.. changing ECU is only recommended if you have AIV's that might be defective.. and install NON-AIV PROM or ECU will cause the ECU to not use them at Idle.. and Cause HC's at Idle to be better.. but yours look good, so I can not recommend that..
